How Do Emancipated Teenagers Get Their Drivers License?

I know it sounds silly, and i'm scared to rephrase it. But have my emancipation papers and everything, but no License or Permit. I know a lot about emancipation I've read the pamphlet like 5 times and some information online. But i have yet to see information about license and driving for emancipation. May someone help me.
