How can cavity wall insulation be dried out after getting wet with the recent snow?

We think water runoff from the thawing snow and ice has gotten between the walls after running behind and underneath the guttering. The guttering was completely filled with ice so when it thawed a littel it had nowhere to run except under the eaves. We have cavity wall insulation and are concerned that it is wet. We think the paint around the window and door surrounds is peeling because the water has seeped behind, hence the conclusion that the wet has somehow got between the inner and outer brickwork. How can this problem be resolved. who should we contact to get the problem looked at.
